Executive Steering Committee
The Cloud Computing Executive Steering Committee (ESC) was established by the Federal CIO Council to provide executive-level oversight for the Federal Cloud Computing Initiative. The ESC is chaired by Mr. Jerry Horton, Chief Information Officer of the United States Agency for International Development (USAID). The ESC's membership includes IT senior executives from more than 25 Federal Departments and Agencies.
The ESC's vision statement is as follows:
Establish a shared government-wide, cost effective, green and sustainable Federal cloud computing environment in support of agency missions by enabling secure, easy to use, on-demand, cloud computing services,
including:
- Agile and simple acquisition and thorough certification processes
- Elastic, usage-based delivery of pooled computing resources
- Portable, reusable and interoperable business-driven solutions
The ESC's mission is to ensure strategic focus on the following:
- Strategies, planning (budget, resource and technical), and deliverables for implementation of the Federal Cloud Computing Initiative vision, goals and objectives.
- Coordination with the Federal Enterprise Architecture for compliance, convergence and optimization of IT Infrastructure.
- Coordination and alignment with the CIO Council and applicable subgroups (Architecture and Infrastructure Subcommittee, Information Security and Identity Management Subcommittee, etc.)
